When I attempt to do this:
php.exe file.php
All it does is print all the content from the php file.

Try making a server with Apache for example and access the php file from localhost in your webbrowser.
Or try using the -f switch |

Well I redownloaded a newer version of PHP in a zip, and now it works... For some reason. |

Maybe the PHP parser wasn't configured properly... Who knows.
