It almost looks like ROT13 backwards, but it isn't.
Does anyone know what and how to decode this? |

I got is from studyisland.com . It should just be plain text with some HTML tags in it. I can get the some more of the encoded and I can get the text that is decoded. I just need to find out how they decode the text.
