open your php.ini file in the php directory and look in the extensions section
for a line like this
extension=php_curl.dll

probably it's commented with a leading ;
if this is the case, uncomment ...

I think you need a newer version of the CURL extenstion.
You can find infos here http://curl.haxx.se/libcurl/php/

1) do you have a slash at the end of the url?
2) are you allowed to do post request from the php bin? (firewall, etc)
3) is you curl working fine?
4) is the remote board using correct version of ip ...
